India–Australia: The Clean Energy Partnership Moves Up the Strategic Ladder

For years, India–Australia relations were defined by trade, education, cricket, mining and the Indo-Pacific.

Today, the partnership is moving to a more strategic level, centred on clean energy, critical minerals, technology, investment, skills and energy security. The relationship is evolving beyond a traditional buyer–seller model towards shared capability and co-creation.

The third India–Australia Annual Summit in Melbourne in July 2026 marked this transition, with Prime Ministers Narendra Modi and Anthony Albanese placing clean energy, critical minerals, technology and resilient supply chains at the heart of bilateral cooperation. The focus is increasingly clear: building a cleaner, more secure and strategically resilient future together.

From renewable energy to strategic energy security

The most important shift is that clean energy is no longer simply an environmental agenda; it is becoming a pillar of economic growth, industrial competitiveness, energy security and strategic autonomy.

For India, the transition supports manufacturing, energy access and a rapidly expanding clean-energy market. For Australia, it creates an opportunity to leverage its renewable-energy potential, natural resources, research capabilities and technological expertise.

The India–Australia Renewable Energy Partnership, elevated in 2024, reflects this broader vision, spanning solar technology and supply chains, green hydrogen, energy storage, circular economy, investment and workforce development.

The partnership is therefore not merely about generating renewable energy; it is about building the ecosystem around it. By connecting Australia’s resources and innovation with India’s scale, manufacturing and deployment capabilities, both nations can create a resilient clean-energy value chain.

Green hydrogen: from ambition to execution

Clean energy is no longer simply an environmental agenda; it is becoming a pillar of economic growth, industrial competitiveness, energy security and strategic autonomy.

For India, it supports manufacturing, energy access and a rapidly expanding clean-energy market. For Australia, it offers an opportunity to leverage its renewable-energy potential, natural resources, research and technology.

Critical minerals: the strategic foundation

If hydrogen represents one possible fuel of the future, critical minerals represent the raw-material foundation of that future.

Lithium, cobalt, nickel, rare earths and other critical minerals are essential for batteries, electric vehicles, renewable energy, advanced electronics and defence technologies. Their strategic importance has transformed them from commodities into strategic assets.

Australia has abundant mineral resources, while India offers a vast market and a growing manufacturing ecosystem. The bigger opportunity is to build value-added supply chains covering processing, refining, battery materials, manufacturing, recycling and technology development.

The 2026 summit highlighted investment, long-term supply and offtake arrangements, processing and value addition as priorities.

Whoever secures critical-mineral supply chains will shape the speed, affordability and security of the energy transition.

Technology could become the multiplier

Perhaps the most underappreciated opportunity is technology.

The two countries are already connecting research institutions, manufacturers and innovators through initiatives such as the Technology Commercialisation Challenge, linking Australian renewable-energy expertise with India’s manufacturing capabilities.

Collaboration is expanding into critical-mineral processing, advanced manufacturing and climate-resilient technologies.

The proposition is compelling:

Australia need not remain only a resource supplier. India need not remain only a large consumer. They can become co-creators, as Australian research with Indian manufacturing scale, Australian minerals with Indian processing and demand, Australian renewable expertise with India’s deployment capabilities.

That is where strategic partnership becomes economic partnership and economic partnership becomes shared capability.

Clean energy and the Indo-Pacific

The strategic significance extends beyond the bilateral relationship.

Energy security is increasingly inseparable from national security. Supply-chain resilience is increasingly a geopolitical concern. Clean technology is increasingly linked to industrial competitiveness and strategic autonomy.

The July 2026 energy-security understanding reflects this convergence, combining the objectives of reliable energy supplies with an accelerated energy transition.

The two countries are also working through the Quad Critical Minerals Initiative with the United States and Japan to strengthen diversified and resilient critical-mineral supply chains.

This means the India–Australia clean-energy partnership is becoming part of a wider Indo-Pacific architecture of economic and strategic resilience.

From agreements to platforms

The next challenge is execution.

The opportunity is to move from bilateral agreements to bilateral platforms for investment, technology commercialisation, clean-energy manufacturing, green-hydrogen offtake, critical-mineral processing, skills and talent.

Governments can create the enabling environment, but businesses, universities, researchers, investors and entrepreneurs must deliver outcomes.

The partnership will ultimately be tested by predictable policies, investment mechanisms, faster project development, common standards, skills and credible commercial pathways.

Education and workforce development are equally critical. The clean-energy transition will require engineers, technicians, researchers and digital specialists at scale.

The Rooftop Solar Training Academy at Pandit Deendayal Energy University, Gandhinagar, exemplifies this approach, aiming to train 2,000 women and young people as solar technicians.

The next rung of the ladder

The India–Australia relationship is entering a new phase.

The first built trust; the second expanded economic and strategic cooperation. The emerging third phase is about co-creating resilience where energy, technology, climate and geopolitics converge.

The clean-energy partnership is therefore about far more than decarbonisation. It is about economic security, industrial competitiveness, technology leadership, critical-mineral security, skills, employment and strategic resilience.

India brings scale, demand, talent and entrepreneurial velocity. Australia brings resources, research, technology, capital and trusted supply chains.

The defining question is: “What can India and Australia build together, for themselves and for the world?”

That is the opportunity: moving from strategic partnership to strategic co-creation.
