The growing partnership between Vietnam and India has reached a significant milestone with the establishment of a formal friendship and cooperation agreement between Ho Chi Minh City and Mumbai. Signed during the State Visit of Vietnam’s General Secretary and President, To Lam, to India, the Memorandum of Understanding (MoU) marks the first official city-to-city partnership between Ho Chi Minh City and an Indian metropolis, reflecting the expanding scope of bilateral engagement beyond the national level.
As the leading commercial and financial centres of their respective countries, Ho Chi Minh City and Mumbai are uniquely positioned to drive innovation, trade, and investment. Their collaboration is expected to strengthen economic connectivity while encouraging greater exchanges in education, culture, tourism, urban development, and sustainable growth. The agreement also highlights the increasing importance of local governments in shaping international partnerships and delivering tangible benefits to businesses and citizens alike.
The MoU outlines a broad framework for cooperation encompassing trade and investment, infrastructure development, urban planning, environmental conservation, waste management, digital transformation, emergency response, and the delivery of public services. Cultural diplomacy, sports, museums, libraries, and tourism promotion also feature prominently, reflecting the shared commitment of both cities to fostering deeper people-to-people ties alongside economic cooperation.
Beyond the signing ceremony, the Vietnamese delegation engaged extensively with India’s business community in Mumbai and New Delhi. Discussions focused on expanding collaboration in renewable energy, green technologies, waste-to-energy solutions, and sustainable infrastructure. These interactions underscore the growing interest of Indian companies in Vietnam’s economic transformation and green transition, while reaffirming Ho Chi Minh City’s commitment to creating a favourable investment environment for international partners.
The city partnership comes at a time when Vietnam and India have elevated their bilateral relationship to an Enhanced Comprehensive Strategic Partnership, opening new avenues for cooperation across political, economic, technological, and cultural domains. Against this backdrop, the Ho Chi Minh City–Mumbai partnership serves as a practical example of how sub-national diplomacy can complement national foreign policy objectives and generate long-term opportunities for shared prosperity.
