South-South cooperation is defined by the United Nations as a broad framework of collaboration among countries of the South in the political, economic, social, cultural, environmental and technical domains. Involving two or more developing countries, it can take place on a bilateral, regional, intraregional or interregional basis. However, the diversity of political, economic, social, and other systems presents significant challenges to achieving its unity. The struggle for a fair and rules-based system often encounters difficulties due to competing national priorities and limited ability to implement cohesive policies within the Global South itself. This cooperation must effectively address the needs of its participants, particularly in light of the persistent challenges it encounters.
The partnership between Global South countries reflects a shared commitment to sustainable development, inclusive growth, and a reformed global order that champions the priorities of emerging economies. The deliberation within emerging economies and developing countries allows us to reflect on ways to enhance South-South cooperation and exchange views on how to advance the shared objectives and visions to accelerate development in our countries and advance measures to reform global governance. As Ethiopia continues to engage with countries in the Global South, it emphasises the importance of unity and cooperation as essential to addressing common challenges and advancing mutual prosperity.
Ethiopia’s vision for engaging in Global South cooperation emphasises the importance of fostering robust partnerships among developing nations to address shared challenges and promote sustainable development. The core of this vision is a commitment to South-South cooperation as a vital pathway for advancing mutual interests and creating an inclusive, balanced global order. Ethiopia believes that the reform of the multilateral economic and financial institutions should be at the top of the priorities of the Global South cooperation. We must work hand in hand toward democratising the decision-making process by expanding the representation of the global south, particularly Africa, in the governance of the global economic institution.
Intra-South trade, flow of investment, development, finance, and tourism are also significant. Recognising the considerable potential within the Global South, Ethiopia emphasises the importance of enhancing trade flows, attracting investment, and promoting tourism as pathways to economic empowerment. The substantial market opportunities presented by significant population size, rapid growth in connectivity, and technological advancements position the Intra-Global South as a powerful engine of global trade. Extending tariff and quota-free market access to early decisions will be essential for the expansion of trading opportunities and fostering economic growth across these regions.
Voice of Global South Summit, spearheaded by India, has been pivotal in providing a common platform to deliberate on the concerns, interests and priorities that affect the developing countries and also to exchange ideas and solutions, and most importantly, unite in voice and purpose in addressing the concerns and priorities.
Ethiopia and India actively collaborate on various multilateral platforms, particularly within the United Nations, to promote inclusivity and advance their shared agendas. The historical achievement of Ethiopia and India in the formation of the Non-Aligned Movement (NAM) has served as a guiding principle for both nations up to now. The notable efforts during this period of paralysis in the international order highlight their aspirations to reform and democratise the United Nations system. As a key player in Africa and a pillar of peace and security on the continent, Ethiopia aspires to secure a permanent seat on the Security Council. Simultaneously, Ethiopia is also aware of India’s efforts to achieve the same representation for Asia.
Both countries are also committed to South-South Cooperation, which addresses common development challenges and promotes sustainable growth. India’s support for Ethiopia’s membership in BRICS, which serves as an essential platform for developing countries to revitalise multilateralism and make it more inclusive and equitable in order to better represent the legitimate interests of the Global South, further underscores the strength of this relationship and reflects their shared commitment to mutual progress.
In today’s interconnected world, the Global South holds immense potential to strengthen South-South cooperation by capitalising on shared resources, innovation, and development goals. By deepening cooperation, unifying voices, promoting a greater role in global economic affairs, and leveraging advancements in artificial intelligence, countries of the Global South can foster significant economic growth and resilience. Ethiopia believes that countries within the Global South are well-positioned to address these common challenges through united efforts, which in turn foster resilience and adaptability in the face of global uncertainties.
